Heather Kulp
Heather P. Kulp is Vice President of Federal Government Affairs at Chevron, responsible for managing Chevron’s third-party engagement with trade associations, think tanks, and policy organizations, integrating these relationships into the company’s federal government affairs strategy and advancing engagement with Congress and the Administration on energy, economic, and geopolitical priorities.
Heather brings nearly two decades of experience across federal advocacy, international government affairs, corporate strategy, and public affairs. Prior to her current role, she led Chevron’s corporate affairs strategy team, focusing on emerging social, reputational, and geopolitical risks and aligning public policy engagement with long‑term business objectives. She previously directed Chevron’s international government affairs work, engaging U.S. and foreign policymakers on sanctions and trade issues and supporting the protection and development of multibillion‑dollar global assets.
Earlier in her career, Heather served as Director of the Chevron Niger Delta Partnership Initiative, managing a large‑scale public‑private partnership focused on conflict reduction and economic development in Nigeria. She also held senior public affairs roles supporting Chevron’s refining and upstream operations, including managing government engagement, crisis response, and complex permitting efforts at the state and local level.
Heather currently serves on the boards of the U.S. Global Leadership Coalition, the National Foreign Trade Council, the United States Council for International Business, and Dog Tag Inc. Heather holds a Master of International Affairs from Columbia University’s School of International and Public Affairs and a Bachelor of Arts from Boston University. She lives in Silver Spring, MD with her husband and two children.
